How do I resize actors properly?

 

Firstly you need to edit the Drawscale property of the object. This will make it appear to be a different size.

Unfortunately, it's not quite that simple.  The object is still physically its original size.

I'd suggest turning on 'radii view' on the 2D view windows for this next bit (right-click on the gery bar above each window and click it on). This will allow you to see the collision radius of any selected objects.

Now, apply the same scaling to the values in the objects CollisionHeight and CollisionRadius settings (e.g. If the drawscale is 50% then halve the values).  If you check the 2D displays this should cause the collision radius to match the size of the object.
